If I understand the question, the upper hand has definitely passed to the settled states; but they haven't generally asserted sovereignty over the nomads. So the barbarians are free in their own lands, but can't terrorize the plains anymore.

(I'm not sure if the Verdurians have the germ theory of disease yet...)
